Simple. Use a computer.
Quit restricting yourself from the simplest solution. iTunes isn't just a media manager - it contains the software code that can recognize and repair your iOS device when said device fails to do it on its own.
And before you say you don't have a computer, apple stores have computers, with iTunes. Plug one in there, and do the restoration on your own.

I don't think you can without
a. a computer or
b. access to the settings in the iPod.
You could try pressing and holding both the home button (down the bottom) and the sleep button (on the top) at the same time.

Go to
Settings-General-Reset-Erase All Content And Settings.
